Code of Conduct for Elected Officials
The public expects the highest standards of professional conduct from elected officials in local government. The new Code of Conduct for Elected Municipal Officials, as prescribed by the Province, aims to outline the expectations for the behavior of council members in fulfilling their duties and making decisions that benefit the constituents of their municipality. The Council is accountable to the community through democratic processes, and this Code will help ensure good governance in the Municipality of the County of Richmond.
The new Code of Conduct came into effect in the Province of Nova Scotia following the October 2024 municipal elections and was formally adopted by the Richmond County Council at the Regular Council meeting on November 25, 2024. If any citizen feels that an elected official has breached the Code of Conduct, they may reach out to the independent investigator to discuss the issue further.

Public Notice of Adoption

PLEASE TAKE NOTICE THAT on November 25, 2024, after holding a public hearing on the matter, the Municipality of the County of Richmond has approved amendments to the West Richmond, Central Richmond, Isle Madame, St. Peters and Richmond County Land Use Bylaws to extend the appeal period for a granted variance from fourteen (14) to twenty-one (21) days.
PLEASE NOTE ALSO that an aggrieved person, adjacent municipality, or the Provincial Director of Planning may appeal this decision to the Nova Scotia Utility and Review Board within 14 days of the date of the original notice posted on November 27, 2024 to the Municipality of the County of Richmond website, www.richmondcounty.ca.

Process
Eligible low-income property owners can apply for a low-income tax exemption by completing the Low Income Tax Exemption Application form, Appendix A. Along with this form, applicants must submit proof of household taxable income. This proof can be provided in the form of either the CRA Notice of Assessment or the CRA Proof of Income Statement. It's important to note that the names of CRA forms may change periodically. Additionally, proof of income must be provided for all individuals aged 18 or older residing in the home.
Submit completed forms along with accompanying documentation to the tax office by email, mail or in person.

NOTICE OF PUBLIC HEARINGS
- Richmond Subdivision By-law
- West Richmond, Central Richmond, Isle Madame, St. Peters and Richmond County Land Use Bylaws
PLEASE TAKE NOTICE THAT the Council of the Municipality of the County of Richmond intends to consider and, if deemed advisable, to adopt:
1. Amendments to the Richmond Subdivision By-law by:
clarifying right-of-way easements need be “assignable and perpetual and clearly granted by deed” as opposed to “clearly surveyed” which was the original wording. The purpose of this amendment is to bring the wording of the by-law into conformity with the Provincial Subdivision Regulations.
2. Amendments to the land Use By-laws for West Richmond, Central Richmond, Isle Madame, St. Peters and Richmond County by:
increasing the period for appealing a variance in the requirements of the corresponding land use by-law from Fourteen (14) to twenty-one (21) days. These amendments apply to all areas of Richmond County and the purpose of the amendments is to allow for more time for the Municipality to receive an appeal.
Copies of the Staff Report about the rezoning can be inspected at the Municipal Office or at the Eastern District Planning Commission, 606 Reeves Street, Unit 3, Port Hawkesbury between the hours of 8:30 a.m. and 4:30 p.m. weekdays (excluding holidays), online at www.edpc.ca and in this advertisement, see below.
Written or oral presentations (for or against the amendment) can be made before Municipal Council at a Public Hearing to be held:
Monday, November 25th, 2024 at 6:00 p.m.
